Evidence from Elaine Cottam (former Retail Line Manager involved in the civil proceedings brought by the Post Office against Julie Wolstenholme, subpostmaster at the Cleveleys Post Office branch). The Inquiry also heard updates from Counsel to the Inquiry and representatives of Core Participants to the Inquiry about further Post Office disclosure issues. 

Phase 4 is examining Action against Sub-postmasters and others: policy making, audits and investigations, civil and criminal proceedings, knowledge of and responsibility for failures in investigation and disclosure.
